Moldova: Balti Mobility and Street Lighting – Project Due Diligence

The city of Balti joined the EBRD Green Cities network in 2019 and in 2021 adopted the Green City Action Plan (GCAP) by the decision of the municipal Council no. 14/2 of 23.11.2021. The City wished to pursue the two actions in the GCAP for the purchase of trolleybuses and the improvement of street lighting, for which the EBRD was considering extending a loan to the city. The project aimed to achieve a better quality of public transport and street lighting, and improved environmental standards due to significantly reduced energy consumption, avoided CO2 emissions and lower O&M costs of the street lighting system.

Dornier was engaged to conduct the technical due diligence and support the city of Balti in structuring the project, including technical specifications, environmental and economic benefits, and GET impact.
