Institutional Reform of Public Transport Provision in the City of Windhoek

The City of Windhoek recognised the need for a new approach to ensure an efficient, coordinated and sustainable public transport system that would meet the mobility needs of residents travelling to and from work, or accessing basic services and other facilities in the city areas.

Dornier provided technical support to strengthen the structural organisation of public transport service provision in Windhoek and to improve the public transport service. The most important achievement was the establishment of a sustainable bus operation division under the City of Windhoek. The focus was on the organisational and structural development of a sustainable bus operation unit, including the municipal oversight functions.

  • Design of a human resources development programme for the operational staff
  • Revision of all relevant legal and regulatory documents related to the respective roles and responsibilities of the municipality regarding public transport
  • Provision of advice on the political and managerial mind-shift towards sustainable mobility and integrated approaches
