Consultancy Services for the Implementation of Institutional and Policy Reforms in the Provision of Public Transport Service in Addis Ababa

The Addis Ababa City Transport Authority, under the Addis Ababa Road and Transport Bureau, has been seeking consultancy services to support the development and implementation of institutional and policy reform in public transport in Addis Ababa to create an accountable, transparent and efficient urban public transport system in the city.

Dornier provided support to the Addis Ababa City Transport Authority to propose institutional and policy reform options and assist the implementation of the reform in line with public access and mobility needs in an efficient, sustainable, reliable, affordable, environmentally safe and user-friendly manner.

• Assessment of the existing institutional and regulatory frameworks for the public transport service provision
• Development of recommendations for the organisational reform with a concrete implementation plan
• Support in the development of a new Public Service Contract (PSC)
• Development of new public transport service policy measures and implementation strategies
• Formulation of a subsidy strategy relevant to the Ethiopian context
• Support the formalisation of informal public transport and the gradual transformation to mass transit
• Establishment of the public transport asset management strategy and guideline to be followed by the Addis Ababa City Road Authority
• Capacity building of public transport stakeholders on the operations and business management of public transport service provision
• Addressing the issue of women’s participation in the public transport workforce
