The German government is responsible for ensuring the high quality of the railway infrastructure in Germany. To guarantee sufficient funding for necessary replacement and maintenance investments, a contract is negotiated every five years between the Federal Ministry of Transport and the infrastructure operator DB AG.

Dornier advised the Federal Ministry on the formulation of the new Performance and Financing Agreement (LuF III).
